Just in time to save your Halloween decorating plans, Party City has emerged from Chapter 11 bankruptcy and will be fully stocked for the season with the usual giant skeletons and orange tableware. The company’s reorganization plan reduces its debt by nearly $1 billion — which means a lot of creditors will be haunted by their losses. But some 800 stores are now expected to remain open, including the one on Rockville Pike.
